Petroleum Tankers

The sea!!
Nadine Elhadad

Our topic is about petroleum tankers and How it affects the sea!!
Please take the time to read and comment!!

Thank You

We live in the seaport of Alexandria that is the largest port in Egypt. A lot of ships come & go in Alexandria Harbor. Also, Egypt has the Suez Canal, which is the most used canal in the world. It joins the Mediterranean Sea & the Red Sea that leads to the Indian Ocean.  So, it is the easiest and quickest way to move from Europe to the Arabian Gulf and the countries of South Asia.
Problem
.And here comes the PROBLEM:  The oil tankers going from the Arabian Gulf to Europe pass through the Suez Canal & usually pass by Alexandria too.  As you all know the sea is not to be trusted because it’s so deceiving.  It has happened more than once that these tankers have sunk in our waters. When these tankers sink, they go down with all the tons of petroleum they had on board.  Of course this is dangerously threatening for marine life.
Accident!!
A very well known accident of this type happened a while ago in a suburb called “Abu Quir” in Alexandria.Abu Quir is one of the richest fishing areas in the city. The consequences of this accident on the fishing industry were enormous. All marine life was harmed and fishing was banned for several months,  not only in the Abu Quir waters but also in the whole of Alexandria.  As a result, all the fishermen were without jobs with no way of earning their living.
Evidence!!!
The evidence of this terrible accident is still there in the water for all to see.  There are several barrels of petroleum  under water that would burst if removed,  so they remain there. But this was not just an incident that has passed. Too often for comfort, a tanker sinks and everyone is harmed. WHY???!!    WHOSE FAULT IS IT??!!!!  Is it our fault that we let tankers sail in our waters??? Or is it humanities' fault for using petroleum???? OR is it the sea’s fault??
What should we do??

WHAT IS THE SOLUTION????????

Is there a solution?
I think the problem is, as you stated, the world's dependence on oil. The US in particular needs more oil than it has, so these enormous ships are sent to haul it there, and you end up with incidents like the ExxonMobil spill near Alaska, which was terrible for the marine environment.

I hadn't heard about this Egyptian spill... when did it happen? And how successful have cleanup efforts been?

Ideally, we would turn to cleaner sources of energy...this is in many ways now practical, especially in the form of wind power, but unfortunately too many people care more about ruining the view from their back yards than about averting oil spills.

Double hull tankers
Double hulls would help as well. While not the permanent solution of converting away from oil, it can bring some immediate benefit.

cleaner sources are not yet that popularly available Leana. I agree with Robert then. Plus does Egypt government have something like environment law? If they put really hard punishment then the problem may decrease..

Egypt's Law
Yes there is the law number 4 for the year 1994 . chapter three is about protecting the water environment , the problem here in Egypt is the lack of awerness that there is an Environmental law and how to use it to get their rights . i think even most of the lawyers here in egypt don't have the experiance to do that, but i think our role as youth and NGO's is to raise this awernes. and also our government had ratified the International Convention for the Prevention of Pollution of the sea by Oil 1954 basically prohibits the discharge of oil within 50 miles of land. The international Convention for the Prevention of Pollution from Ships 1973 is concerned with all forms of non-accidental pollution from ships apat from dumping and supersedes the 1954 Convention as between parties to it. In five Annexes to the Convention, detailed standards are laid down covering oil, noxious liquid substances in bulk, harmful substances carried by sea in packaged form, sewage and garbage. The Convention covers ships flying the flag of or operated under the authority of a state party, but does not apply to warships or state-owned shis used only on governmental non-commercial service.
Article 211 of the Convention on the Law of The Sea 1982 provides that states are to legislate for the prevention, reduction and controle of pollution of te marine environment from vessels flying their flag or their registry. Such rules are to have the same effect at least as that of generally accepted international rules and standards established through the cometent international organiztion(the international maritime Organization) or general diplomatic conference. States are also to insure that the ships of their nationality or their registry comply with'applicable international rules and standards' and with domestic rules governing the prevention, reduction and control of pollution. In addition, Costal states (like Egypt) have jurisdiction physically to inspect, and , where the evidence so warrants, commence proceedings against ships in their territorial waters, where there are claer grounds for beliving that the ships concerned have violated domestic domestic or international pollution regulations. It should also be noted that a state in whose port a vesel is may take legal proceeding against that vessel not only where it is alleged to have violated that state's pollllution laws or applicable international rules in its territorial sea or economic zone, but also in respect of any discharge outside its territorial sea or economic zone, but also in respect of any discharge outside it's internal waters, territorial sea or exclusive economic zone in violation of applicable interational rules and standards.
